Every time i go to use Ice Prison it says there is no target. This usually happens when there are 1+ people around me.

I was with 5 others on Sounds Lake and I was using Ice Prison over and over again saying there was no target, than it decided to work once with all the same people around. After wards it stopped working.

Ice Prison is bugged for sure, works once every 200 tries.

This jutsu is not bugged. I figured what I was doing wrong.
